Recruiting Delivery Owner

Job description
As a Recruiting Delivery Owner (Role Owner), you own a single mandate: delivering the required number of starting workers by the target date, come what may.You will own the complete funnel from the day a client opens a role to the day workers show up on site and stay. Managing a mix of Staffing Partners (SPs), direct application channels, and internal sourcers/recruiters and operational support you will use reverse-funnel math, partner relationship management, and data diagnostics to ensure every Headcount Opportunity (HCO) is filled on time.
If a funnel breaks at any point—from slot utilization to client conversion—you take immediate ownership to diagnose the issue and re-align supply before milestones are missed.
Key Responsibilities:
- End-to-End Role Accountability: Own headcount fulfillment for assigned client roles, meeting strict targets for start dates, slot utilization, and 30-day candidate retention.
- Staffing Partner (SP) Orchestration: Run role kickoffs with external vendors, set weekly candidate submission commitments, monitor pipeline velocity, and hold partners accountable to quality standards.
- Funnel Analytics & Diagnostics: Analyze weekly funnel health (Interview-to-Offer rates, Slot Utilization, Drop-offs) to spot bottlenecks early and adjust strategy before milestones are missed.
- Client & Account Management Alignment: Translate client needs into clear internal/external role briefs, deliver bi-weekly performance reviews to clients, and co-decide adjustments to requirements or pay rates.
- Multi-Channel Supply Management: Direct and manage candidate flow across parallel supply channels—external Staffing Partners (SPs), direct applications, and internal HireArt Recruiters.
- Continuous Feedback Loops: Provide fast, actionable candidate feedback to partners, collect local market intelligence from vendors, and feed insights back to account managers and clients.
- Accountable & Outcome-Driven: You view success as hires made on time, not tasks completed. You don't wait for a standup to flag a problem; you fix issues the hour they happen.
- Strong with Data & Reverse-Funnel Math: You can comfortably work backward from a hiring goal (e.g., 5 hires needed → accounting for drop-offs & slot utilization → required weekly interview slots & SP submissions).
- A Collaborative Partner: You know how to build lucrative, frictionless relationships with Staffing Partners and internal recruiting teams while firmly maintaining candidate quality bars.
- Decisive & Urgent: You view time-to-fill as a hard metric, not a soft target. When slot utilization or pipeline conversion drops, you move quickly to diagnose the issue, make tough calls with partners, and get the funnel back on track.
Requirements
- Demonstrated success taking complete ownership of high-volume hiring outcomes (in RPO, MSP/VMS, agency delivery, or workforce operations), consistently driving target fill dates through funnel optimization and vendor execution.
- Proven track record of owning full-lifecycle hiring outcomes and cohort-based hiring goals.
- Strong fluency with recruiting analytics, conversion metrics, and reverse-funnel planning.
- Demonstrated experience managing third-party vendors or staffing agencies.
- Excellent written and verbal communication skills across clients, internal account managers, and external partner leadership.
- High operational discipline with an ability to manage competing priorities across multiple accounts.
- Demonstrated ability to assertively drive external partners and internal teams without formal authority, leveraging quantitative reasoning to bring clarity to ambiguous hiring environments.
- BA/BS degree preferred, but equivalent operational experience is welcome.
What We Offer:
- Base Salary Range: $80,000 - 90,000
- OTE: $105,000 - 115,000
- Dental, medical, and vision for yourself and your dependents

- Paid Parental Leave
- Work-from-home stipends, including:
- Workspace/home office set-up
- Company supplied Apple laptop
- Phone/internet stipend
- Uncapped PTO as well as paid office holidays
- 401(K) through Fidelity
Commitment:
This is a remote, 6 month contract-to-hire, full-time W2 position with HireArt and is open to candidates who reside and are authorized to work in the US. Unfortunately, we are not able to sponsor visas or work corp-to-corp at this time.
HireArt values diversity and is an equal opportunity employer, which is why we are interested in every qualified candidate, regardless of their background or how they identify. Company description
HireArt's mission is to make it easy for companies to build and manage a world-class contract workforce.Today, mid-sized companies with contract workforces must navigate significant legal, financial, talent acquisition, and operational complexities to build and manage these workforces on a global scale. In most cases, they rely on a stack of point solutions: agencies to source and employ talent, a software system to track workers and agencies (VMS), and a service to provide day-to-day management of the program (MSP). The default contract workforce stack doesn’t provide much visibility into or control over the workforce, because the pieces of the stack don’t integrate well together, resulting in massive administrative headaches and frustration for companies.
HireArt’s delightful intersection of humans and software provide all of the tooling needed for mid-sized companies to hire contractors anywhere in the world compliantly, and contract workers to have as great an experience as full-time employees have day-to-day.
